Is this character from the original source material, or is it a new creation? Original creation.
Is this character from the canonical timeline of the source material? No
If not, please describe the alternative timeline:
In Kairal's native timeline, Benjamin Sisko did not lose his life to a pah-wrath-infested Dukat. Instead, Sisko was charged with the duty of rebuilding the Dominion in the Gamma Quadrant, a task he utterly failed at. Through a series of diplomatic disasters, Sisko inadvertently caused the Dominion to become hostile again. Sisko lost his life inside the Wormhole during the first battle of the Second Dominion War.
The entire Alpha Quadrant and much of the Beta Quadrant was conquered by the Dominion, and was held for nearly a hundred years. The Maquis of that timeline eventually sparked a rebellion, and used alien technology from a captured starship to drive the Dominion back to the Gamma Quadrant. There, faced with an angry multicultural war force on one side, and an encroaching Borg threat on the other, the Dominion self destructed in a fit of panic.
The Federation reasserted itself as the primary authority of Alpha and Beta quadrants, and became intolerant of well-armed neighbors. As they continued to expand towards Gamma and Delta Quadrants, the Federation slowly, peacefully conquered most that would oppose them. First contact with Kairal's people was one of the few major disasters. The Seven Minute War resulted in the loss of nearly a hundred thousand personnel on both sides, a Federation fleet mistaking the alien ships performing war games for friendly targets. Through important details that are not important to the reader, Kairal's people eventually allied with the Federation, but are not members.
Is the character a transplant from his or her timeline, or is the timeline integrated? Kairal is transplanted.
Is the character from an outside dimension, i.e. subspace entity, demon, etc? No.
Is any other information needed to understand this character's universe of origin?
The political situation faced by the Federation is not unlike that that they would face without having been utterly blown away by the Dominion during round two. The bizarre and cruel nature of the Mirror Universe and UEP/MU timeline constantly catch her by surprise.
Is any other information needed to understand how this character developed due to events in his or her universe of origin?
Kairal's people live in a partially caste-based female-led theocracy. The vast majority of the billions of citizens live in a single ancient adopted Dyson Sphere. Most live in utter ignorance of modern technology, believing it to be magic delivered by the Ancestors through the High Priests. They are not oppressed, nor cruelly treated. Kairal's family line includes many previous Grand Priestesses, the religious and political leaders of her people. Kairal has outright rejected her people's religious beliefs, but still holds high reverence for the Ancestors her people worship.
Kairal's father was an infamous starship captain and pacifist. He spearheaded the Starfleet Expeditionary Force, expanding the reach of the Federation into neighboring galaxies. A series of diplomatic snafus managed to get him killed. His offspring are unfortunately well-known for this reason, something most of them dislike. Kairal no longer visits this timeline, and generally will not speak of it with people she does not trust.

Backstory
Childhood
Kairal, like her siblings, was born aboard her father's ship, the Odyssey. When he was killed, her mother moved the family back to their ancestral home. Kairal's mother was a member of the High Guard, an elite military unit. Many of her mother's relatives held similar positions. Kairal's life at home was secure and loving, with plenty of opportunities for hijinks. She and her older brother would frequently play a bit rough, but this ended after she broke his arm.
She and her siblings were fortunate enough to be outsiders. They were not severely indoctrinated into the resident religion, and learned great deals about the technology used by both their people and the Federation. Just as humans see Wormhole Aliens where Bajorans see the Prophets, Kairal witnessed incorporeal Kraytarian consciousnesses on a spacial plane where her people saw the Sacred Ancestors. Like her older brother and sister, her refusal to follow doctrine and accept dogma sparked her desire to leave for Starfleet Academy. Her younger sister decided that a career in politics seemed quite interesting, even if she didn't buy into the religion she would be supporting.
Starfleet
Kairal did well in the Academy, taking a keen interest in temporal research. Instead of galavanting about the galaxy as her older siblings, she took a comfortable position in research. Over the next fifteen years Kairal would spend most of her time performing research, creating new dohickeys and gizmos, and generally getting on the nerves of her higher-ups by being entirely boring and conventional.
In reality, Kairal had been researching new, simpler ways to map time, and further, how to travel to a specific time, and then a specific place in that time. Her sole motivation was returning to an earlier time, to see her father and attempt to prevent his death. She eventually attempted to do so, but was stopped immediately after the jump by Starfleet Temporal Investigations. While she knew that her travel back in time would create a new alternate timeline, she had not fully explored the nature of the timeline. Her father's continued life would end up causing a galaxy-encompassing war. Starfleet Temporal had comparatively primitive tools at their disposal, but they knew they had to disrupt the created timeline. They did so by "throwing" Kairal somewhere where she would never trouble them again.
Maquis Universal
After the stern talking to that Starfleet Temporal gave her, Kairal found herself "zapped" into a seedy bar, facing the biggest Klingon she'd ever seen. She'd found herself in the UEP timeline, and was not pleased. Quickly seeing the possibility presented by a small group of freedom fighters, her knack for computers and time travel/teleportation permitted her to become the technological cornerstone of the MU. She stayed with the group for two years before reassembling her original temporal experimentation device and attempting to return to her own native timeline.
Starfleet, Again
Upon returning to her original timeline, she found herself promptly arrested and court-martialed for a variety of charges, including violating the Temporal Prime Directive. She was convicted on all counts. While gathering her belongings, preparing to serve time in prison, she once again suddenly and unexpectedly found herself in unfamiliar surroundings. Starfleet Temporal had spoken with their colleagues in other more advanced timelines, and had taken pity on her. Kairal was offered a job in the Temporal Repair Division, responsible for cleaning up after the type of mess she created. She accepted without needing to think about it.
Kairal spent nearly ten years in Temporal Repair, integrating 31st Century technology and techniques into her gizmos and doodads, integrating her gizmos and doodads into the day to day lives of every Starfleet Temporal agent, creating a sentient AI by mistake, meeting thousands of people, ending the lives of a few hundred thousand people, and generally trying her best to have fun while cleaning up other people's messes without going absolutely insane. While she was among the Temporal Repair Division's best agents, they actively avoided assigning her to most issues created during the Temporal Cold War, including the brief battles that made "cold war" no longer apply. They felt she was unstable, despite three temporal reintegrations over the years.
Maquis Universal, Again
Starfleet Temporal was extremely puzzled when timelines started to disappear. Knowing this was impossible, they continued to investigate. They found that the timelines were not disappearing at all, but were being transplanted into another, single, coherent timeline -- that of MU.
Kairal was sent to deal with the mess she had created, and was given three words that she never wanted to hear from the boss: "at all costs." Cut off from most of her resources, Kairal is now struggling to determine who or what is tampering with time. If she takes too long, the boss is likely to get impatient and may very well simply erase the entire timeline, including her.

Does your character carry the Keeler Curse via marriage or genetic material? No, thank goodness.
Retcons
Earlier versions of Kairal retained the same personality, but gave her unique abilities in the realm of subspace manipulation. She had attributes of a non-corporeal lifeform, including teleportation. References to these abilities in the chat logs and short stories may be disregarded and hand-waved away as using advanced technology, and little more.
