Is this character from the original source material, or is it a new creation? New creation.
Is this character from the canonical timeline of the source material? No.
If not, please describe the alternative timeline: Due to alien influence, Earth was conquered by Hitler during the events of World War Two, founding the government that eventually became the Terran Empire. The citizens of Earth rejected fascism violently, changing their civilization. While not as brutal, the humans of the Empire still set out to conquer the galaxy. When Emperor Spock came to power, he did not attempt to dismantle the Empire, but to expand it to cover the entire galaxy. Through extensive negotiation and military might, the Terran Empire now controls most of Alpha and Beta quadrants, and is rapidly pushing into the rest of the galaxy.

Is the character a transplant from his or her timeline, or is the timeline integrated? Transplant.
Is the character from an outside dimension, i.e. subspace entity, demon, etc? No, and she'd kill you for thinking that.
Is any other information needed to understand how this character developed due to events in his or her universe of origin? If so, please explain: Romulans in the Empire were slaves for a hundred years. While many other races were slaves, most Romulans have not quite gotten over how quickly their own race was conquered. Many resent humans. Over half of all adults that complete the mandatory ten years of military service stay in the military, many becoming officers in the Intelligence division.

Backstory

In Short

Rantal is the youngest of three children, and is the sole surviving member of her immediate family. Her brothers joined the Maquis resistance movement, and were killed. Her parents, secret operatives in the resistance, disappeared shortly after the death of her brothers. Rantal has been genetically augmented to offset a defect, causing her to retain bulky muscle. She is embarrassed by this, and tends not to discuss it with people she does not trust. She has sworn an oath of loyalty to Roj'Qem for besting her in combat.

The Messy Details

Her family were involuntary participants in the Romulan Augmentation Project, a genetic engineering program developed by the Terran Empire. The goal of the program was to create superior military officers to complement Augmented Klingon troops. Rantal does not know what exact experiments were performed on her parents, nor her oldest brother Quinpai. Due to tampering by the program, both Rantal and the middle child, Parwal, were both born with genetic defects.

Parwal was mentally deficient, thus making him an ideal candidate for intelligence experiments. The administrators of the program succeeded beyond their highest expectations, but Parwal's genius quickly drove him mad. Picking bits and pieces from other experimentation projects, the program administrators "implanted" an artificially created consciousness into Parwal in an attempt to stabilize him. The AI never successfully integrated, resulting in two minds operating one body. Parwal's split personality and impressive intellect would eventually be leveraged by the Maquis to plan and carry out numerous savage strikes at the Empire.

Rantal was physically weak, and suffered from a disorder that slowed normal growth. For years, the program administrators refused to experiment upon her, insisting that they had no desire to create more troops. Rantal's early years were spent in a living hell, picked on by her peers, living with an insane brother and helpless parents.

Shortly after her eleventh birthday, the program administrators changed their minds. Rantal was taken from her parents, but she was eager to go once she learned what was planned. She would be given a bigger, stronger body. She wouldn't be teased and called a runt by the other children. What could be better? A year of genetic resequencing later, Rantal almost regretted her decision. She quickly grew tired of the constant exercising she had to do to prevent her body from destroying itself. Instead of being teased for being small and weak, she was now teased for being big and eating over twice as much food as the other children. She quickly learned that a little violence quickly shut her tormentors up.

From the program, she joined the military. Denied her dream of being a doctor due to poor test scores, she instead found herself in tactical training. Over the years, Rantal became an accomplished, though average, student of ship-to-ship large-scale tactical combat, and a competent, modestly skilled fighter pilot. She rose quickly through the ranks, mostly through intimidation and assassinations instead of skill.

Years after having last seen her brothers, news reached her that they had been killed in a Maquis attack. She rushed home, only find that she'd heard incorrectly. Her brothers weren't killed by the Maquis, they were the Maquis that were killed. After the funeral services, her parents finally told her that they, too, were operatives for the resistance. Rantal herself nearly joined them, but thought better of it. She knew that to resist was to die, and she had no intentions of dying quite yet. She never saw her parents again.

Her behavior became erratic and unpredictable when she returned to military duty. Her superiors decided that they'd rather not have to deal with her instability. Shortly after the Maquis killed the Emperor, she was reassigned to the program to find and destroy the Maquis once and for all.

Adventures in Time

She was in the second Imperial Scout Ship to be sent through time and space, seeking the Maquis. The Scouts eventually found MU. After the loss of the first ship, a Klingon spy from the third ship boarded the station. While on board, the spy began to believe that MU was not the Maquis they were looking for. Rantal decided to get a better look, taking her ship in next.

Rantal was bested in ship-to-ship combat by Roj'Qem and Ri'Si McKinley, and captured. The MU crew was eventually able to convince her that MU was indeed not the Maquis she was ordered to destroy. She swore loyalty to Roj, the pilot that had bested her, and offered assistance to MU to stop the impending Imperial attack.

This assistance came in the form of helping the McKinley siblings return to the Terran Empire universe, where they wreaked havoc and did their best to stop the Empire from continuing to attack the MU station. Whether or not they've succeeded is not yet known.
